Wash chicken quarters well pat dry if needed and apply the ingredients given in first marinade refrigerate at least for 45 minutes or best overnight. (Thaw if freezing )
Wash rice 2-3 times and soak for 10 minutes in the rice cooker itself (Water level should be 1 inch or slightly more above rice level after soaking) . Into the rice add all the rest of the ingredients given under Turmeric rice (in the list above ) mix and cook in the rice cooker.
Lightly dust the chicken all over with all purpose flour. Heat a grill pan or any heavy bottom pan adding 2 tsp olive oil / coconut oil when this heats up put the chicken quarts neatly without touching cook on high for 3 minutes.Turn and give it one more minute.
Apply the second marinade on the chicken reduce heat cover and cook for another 15 minutes. Make sure to apply marinade on both sides and brown evenly.
Check internal temperature in the flesh( away from the bone) and it it should be above 165°F. Allow this to rest for 5 minutes before serving.
Meanwhile mix all the ingredients listed in the spiced ingredients. Fluff the rice. Serve a portion of rice one chicken quart per person on top and a side of the spiced yogurt.
